Babagana Zulum Dissolves Borno State Executive Council

Borno State Governor Professor Babagana Umara Zulum has dissolved the State Executive Council with immediate effect.

The move is designed to give members of the council a free hand to contest elective positions in the 2027 general elections. NaijaChoice News understands the decision aligns with standard practice to avoid conflict of interest for public office holders eyeing political office.

Governor Zulum has directed all commissioners to hand over the affairs of their ministries to the respective Permanent Secretaries on or before Friday, April 3, 2026. The directive was contained in a statement signed by the Secretary to the Borno State Government, Bukar Tijani FASN, FSSN, JAAS.

The governor thanked the outgoing commissioners for their dedication, commitment and contributions to the development of Borno State. He described their service as invaluable to the people of the state.

This is not the first time Zulum is taking such a step. He dissolved his executive council in May 2022 ahead of the 2023 polls, a move that allowed several former commissioners to contest and win various positions.

The development comes as political activities begin to pick up across the country ahead of the next general elections. In Borno, where Zulum is serving out his second and final term, the dissolution is expected to open the field for fresh ambitions within the ruling All Progressives Congress and other parties.

Zulum, a professor of irrigation engineering, has continued to prioritise infrastructure, education and agriculture in the state despite lingering security challenges in parts of the northeast. Observers say the latest decision reflects his commitment to democratic norms and smooth transition of governance.
