FEC Approves Landmark Exit Benefit Scheme for Federal Civil Servants

Abuja, Nigeria – The Federal Executive Council (FEC) has given the green light to a groundbreaking Exit Benefit Scheme that will see retiring Federal Civil Servants receive a gratuity amounting to 100 per cent of their total annual emoluments. This initiative, set to take effect from January 1, 2026, represents a significant step in the Federal Government’s efforts to bolster the welfare of public servants and guarantee financial stability for those who have served the nation for at least 10 years.

The approval came during the FEC meeting on Wednesday, presided over by President Bola Ahmed Tinubu at the State House in Abuja. In a statement released on Thursday by Eno Olotu, Director of Press and Public Relations in the Office of the Head of the Civil Service of the Federation (OHCSF), the scheme is described as a vital enhancement to the existing Contributory Pension Scheme (CPS). It targets civil servants in treasury-funded ministries, extra-ministerial departments, and agencies (MDAs), providing them with a robust financial cushion upon retirement.

Briefing State House correspondents after the meeting, Minister of Information and National Orientation, Mohammed Idris, explained that the scheme allows eligible retirees to access benefits equivalent to up to 100 per cent of their total emoluments, in line with Section 4(4)(a) of the Pension Reform Act. He emphasized that this move is intended to enhance efficiency, motivation, and overall performance within the civil service by reinforcing retirement security.

The decision followed thorough discussions and recommendations from an Inter-Ministerial Technical Committee, which collaborated with key bodies including the National Pension Commission (PenCom), the Budget Office of the Federation, and the Office of the Accountant-General of the Federation. This collaborative effort ensured the development of a sustainable framework for the scheme’s rollout.

Head of the Civil Service of the Federation, Didi Walson-Jack, hailed the approval as a “watershed moment” that underscores President Tinubu’s administration’s appreciation for the dedication and sacrifices of civil servants. “This approval is a profound acknowledgement of the invaluable contributions of our Civil Servants who have devoted their productive years to public service and national development,” she stated. “The Exit Benefit Scheme significantly enhances the retirement package of our officers and boosts confidence in the Federal Government’s commitment to their welfare.”

Walson-Jack further noted that the initiative aligns with the broader reform agenda to foster a more motivated, performance-oriented, and people-centered civil service. She assured that detailed implementation guidelines would be issued soon to facilitate a smooth transition.

This development marks the reintroduction of gratuity payments for federal civil servants, 22 years after the launch of the CPS in 2004, which had phased out such lump-sum benefits. Under the new arrangement, retirees will receive a lump-sum equivalent to one full year’s salary, complementing their ongoing pension entitlements and addressing long-standing concerns about post-retirement financial insecurity.

With Nigeria’s pension assets growing steadily under PenCom’s oversight, this scheme is expected to further build trust in the system and encourage longer tenures in public service.
