Bayelsa State now have fresh opportunities to acquire in-demand skills as the distribution of application forms for Phase 4 of the Douye Diri Skills Acquisition and Empowerment Programme commences today.
The state government announced slight adjustments to the earlier dates due to other state activities, urging interested applicants to adhere strictly to the new timetable to avoid missing out.
Applicants must present photocopies of their Local Government Area Identification Letter and either their National Identification Number (NIN) slip or Voter’s Card at the designated venues.

- Yenagoa LGA: Monday, 2nd March 2026, 9:00 AM at LGA Headquarters
- Kolokuma/Opokuma LGA: Thursday, 5th March 2026, 9:00 AM at LGA Headquarters
- Southern Ijaw LGA: Monday, 9th March 2026, 9:00 AM at LGA Headquarters
- Sagbama LGA: Wednesday, 11th March 2026, 9:00 AM at LGA Headquarters
- Ekeremor LGA: Friday, 13th March 2026, 9:00 AM at LGA Headquarters
- Brass LGA: Monday, 16th March 2026, 9:00 AM at LGA Headquarters
- Nembe LGA: Wednesday, 18th March 2026, 9:00 AM at LGA Headquarters

Officials from the office of the Technical Adviser to the Governor on Entrepreneurship Development, working alongside Youth Presidents and Community Development Committee (CDC) Chairmen, will be physically present at every LGA headquarters to guarantee transparency and smooth distribution.
The programme offers training in 24 diverse skills carefully selected to blend modern digital competencies with traditional vocational trades, positioning beneficiaries for self-employment in today’s economy. These include:

A strong warning has been issued: individuals who benefited from previous phases and received starter packs are not eligible for Phase 4. Defaulters risk arrest and prosecution.
The announcement, signed by Mrs Charity Kens Godwin, Technical Adviser to the Governor on Entrepreneurship Development and Director General of the Douye Diri Skills Acquisition and Empowerment Programme, reaffirms Governor Senator Douye Diri’s unwavering commitment to human capital development.
“His Excellency, Senator Douye Diri, remains committed to empowering the people of Bayelsa State by teaching them how to fish, ensuring self-reliance and sustainable development,” the statement declared.
This Phase 4 builds on the success of earlier editions under the Governor’s “Assured Prosperity” agenda, where thousands of youths have already been trained and equipped. In one recent exercise alone, 2,850 successful trainees received starter packs, while hundreds more benefited from grants and tools in various batches, significantly reducing youth unemployment and promoting entrepreneurship across the eight LGAs.
